Old Lyme Board of Selectmen
Regular Meeting Monday, March 21, 2005
The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, March 21, 2005 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.
Approval of Minutes: March 3, 2005 (Special Meeting) and March 7, 2005
Selectman Sibley made a motion to approve the minutes of the special meeting on March 3, 2005. Selectwoman Reemsnyder seconded the motion.  SO VOTED.
Selectwoman Reemsnyder amended the minutes of March 7 as follows:  4b. Information Technology Committee-Update should read Information Technology committee viewed the town website.  Selectwoman Reemsnyder made a motion to approve the minutes as revised.  Selectman Sibley seconded the motion. SO VOTED.  
4.c.  Sound View Design District – Update                                                                         A motion was made by Selectman Sibley and seconded by Selectwoman Reemsnyder to change the order of the agenda to provide for ZEO Ann Brown to be next to discuss the SVDD, also known as Sound View Village District.  SO VOTED. Selectman Sibley explained that this is a follow up concerning changes to be implemented in the zoning regulations in the Sound View district.  Ann Brown noted that the text in the application to the Zoning Commission is quite complete, but there are some small inconsistencies that need to be changed.  The main difference in this latest re-write is the vehicle by which changes in the SVDD will be evaluated.  SVDD Atty. Mark Branse has suggested that the town use the village district statutes that will give the Zoning Commission more flexibility and discretion in approving building styles. In the regulations, there is an effort to help non-residential uses to become year-round uses as well as mixed use combining residential and commercial use together.  Community septic systems would be suggested as a principle use. Changes are also proposed in the setbacks, design standards, year-round dwelling units, and parking requirements.

Town Woods Playground Committee – Benefit Golf Tournament on June 10
First Selectman Griswold received information from the Town Woods Playground Committee about a benefit Golf Tournament on Friday, June 10, 2005 as a fundraising project and will be held at the Shennecossett Golf Course in Groton.  The cost is $100 per person and dinner only for the non-golfers. The Lyme-Old Lyme Junior Women’s Club is sponsoring the event.

Lyme Street Reconstruction Project – Width of Street Meeting, Tree Damage Agreement, Construction Schedule
The Board of Selectmen, Engineer Tony Hendricks, the Fire, Ambulance and Police Departments, Public Works Department and District #18 attended a meeting concerning the width of Lyme Street.  After reviewing the State standards, Tony Hendricks said 40 feet wide is appropriate.  There will be improved stop signage at Library Lane. An agreement with the contractor will provide for a feeding program for the trees that were damaged during the installation of the curbing.  The pulverizing, grading and paving of the street is scheduled to occur during the week of April 18 when school is out on vacation.  The project should be finished the first part of May.  There will be three crosswalks – near Lyme Youth Service Bureau, in front of Center School, and one at the Library Lane stop sign.  
Town Woods Field House – Update
Builder Steve Hallahan estimates the Town Woods Field House will be available for opening in early May.  
d.  Safety Committee – First Meeting April 11
The first meeting of the Safety Committee will be held on April 11, 2005.  A representative from the insurance company, CIRMA, will be present to facilitate the meeting.                                                                                                                                         e.Town Budget Preparations
The town budget hearing will be on April 25 and the budget vote will be on May 16, 2005, subject to the passage of the school budget.  
New Business:
a.  Officer Dominic Solari – Police Academy Graduation     
Officer Dominic Solari graduated from the Police Academy last week.  The town has six local police officers and two troopers.
 LYSB – District #18 Student Art Show 2 Art Academy – April 1 at 4:30 P.M.  
The Lyme Youth Service Bureau will conduct an art show for District #18 students at the Lyme Academy of Fine Arts on April 1 to April 9, 2005.  An opening ceremony will be held on April 1 at 4:30 P.M.  Selectwoman Reemsnyder is chairperson of the event.
Public Comment:
Old Lyme resident Marilyn Ossmann reported that an area on Cross Lane needs attention.  The sidewalk is in poor condition and brambles are encroaching the sidewalk. There are car tire marks on the grass. The corner of Champlain Drive and Cross Lane needs
attention.  First Selectman Griswold stated that area is on the Champlain Drive long-term capital schedule Old Lyme resident Cynthia McCollum of Champlain Drive asked the Board to consider creating a short and a long term plan for White Sands Beach and Haines Park.  The bathhouses are in deplorable condition and the short-term fix would be to replace the toilets and shower. The long-term plan would be to reconstruct the bathhouses.  First Selectman Griswold reported that last year the roof was done at White Sands Beach and there is nothing in the budget for refurbishing. Mr. Griswold will ask Park & Rec Director Don Bugbee to comment on the situation.
Other Business:
Selectman Sibley is concerned about the geese in Town Woods Park. First Selectman Griswold said that geese control would be added to the Park & Rec budget.
Selectman Sibley would like to schedule a Sound View Parking Committee meeting.

Selectwoman Reemsnyder made a motion to adjourn the meeting at 8:47 P.M.  Selectman Sibley seconded the motion.  SO VOTED.
